Ronald L. Zarrilli
President
Ron Zarrilli is the Founder and President of Baltimore Consulting Engineers, Inc. Mr. Zarrilli capitalizes on technical experience and management skills to provide clients with sound technical solutions and the most responsive service in the business.
Mr. Zarrilli's career includes forty years in project management and business operations in both technical and design industries. He began his career in power generation with the Test Engineers Group at Philadelphia Electric Company. Then became Vice President of Applied Management Systems, a consulting firm specializing in production and inventory management system engineering.
In 1984 Mr. Zarrilli moved to Bala Consulting Engineers, where he was quickly promoted to Vice President of Marketing. In this capacity, Mr. Zarrilli directed the growth of the company from a ten person firm to an organization of more than 100 employees in three regional offices by defining business and operational goals, and developing strategies for their achievement.
In 1989 Mr. Zarrilli relocated to Washington, DC to open a Baltimore/Washington area office for Bala Consulting; in 1994 he launched Metropolitan Engineering. Originally a small team focused on providing engineering services for tenant build-outs and renovations, MEI became associated with responsive client service, high-quality design, and quick delivery. In 2003, Metropolitan Engineering merged their talents with Shapiro-O'Brien, an established engineering firm in the design community known for cost-effective design for base building development.
Mr. Zarrilli started Baltimore Consulting Engineers, Inc. in 2016 to bring his broad range of experience in both renovation and base building construction to the Greater Baltimore/Washington Metropolitan Area. The new firm's broad-base of experience includes tenant space design, 24/7 data centers, residential multi-family structures, commercial high-rises, and institutional facilities.
With the entire BCE team, Mr. Zarrilli is committed to both clients and employees, and believes that great service and quality design make a better building environment. Mr. Zarrilli is a resident of Annapolis, MD and an avid sailor.
Melchizedek (Jek) Villarba
Vice President, Mechanical Engineering
Jek Villarba, manager of the mechanical engineering department at Baltimore Consulting Engineers, Inc., is a registered professional engineer, and a LEED accredited professional.
Mr. Villarba's career includes twenty years of technical design and project management experience. He spent over 10 years as a senior HVAC engineer with Century Engineering, Inc. in Hunt Valley, Maryland.
His design experience includes commercial office buildings, primary, middle, and high schools, colleges, senior living facilities, prisons, data centers, and multi-family residential buildings.

Dematha Convocation Center: 70,000 square foot multi-use complex for Dematha High School, in Hyattsville, Maryland.
Wyomissing Square: 300,000 square foot,234 unit apartment building in Wyomissing, Pennsylvania.
Iliano's Plaza: 46,000 square foot, three story, multi-use building including restaurant, retail, and office space in Mt. Airy, Maryland.
Harford Community College: 20,000 square foot, two story, class room building renovation in Bel Air, Maryland.
Deer Park Magnet Middle School: 150,000 square foot, single story building renovation in Randallstown, Maryland.
